Instead of going in alone, all by itself, at great cost, South Korea should associate itself with a larger initiative. There are many possibilities in that regard. Seoul could try to partner with the Indian space program (ISRO), or with the American space program, or with the Chinese space program. Space exploration and exploitation cost a bundle, especially if you try to do everything by yourself. Given NASA's dubious budgetary prospect, and given also sensitive political considerations in the case of China/Russia, the Indian option might be the most attractive eventuality for Seoul. If one day New Delhi gets Seoul's financial and technical support, it may prove to be beneficial for both space programs.
